Are you referring to germinating seeds or taking a pollinated
female to seed?
For proper seed development are there any tips or tricks to
help the process?

Seeding a plant is to pollinate a female and let
it go longer to produce seeds to keep strains going for future
generations of growth. To enhance the seeding process you can
decrease the temperature in the room and that will help the seed
development.

I've only had experience cloning once but my
clones all rooted and started growing within 2 wks time.
Does using 2 rooting hormones actually slow the rooting
process? Alternatively, Would 5 wks be long enough to root clones,
veg them and top them for new clones?
Answer
Two rooting hormones applied correctly will
increase you clone survival rate considerably not slow the process
down. 5 weeks of growth after a clone has rooted under 1000w lights
can be big enough to top for clones but if you wait till
they have 7 or 8 weeks growth you will get more clones.

have two 25 watt black lights, a big pot, fertiliser, and etc. but
I'm not
sure how to get started.
Answer
You will not get very good results from growing
under a black light. It is the wrong spectrum for growing plants.
Plants like the more bluer and clear spectrums like the ones given
off by metal halide lights and for budding they need high pressure
sodium lights or tri-spectrum bulbs.
